Interesting.

Rattle has had a weekly feature like this for the past few months as well ("Poets Respond"). It's online-only, but pays $25 for the winning entry.

I don't see how one submits things, though, unless by e-mail to
timesinsider@nytimes.com?

It may be one of those situations were they don't want submissions. They know who they want. This may seem close-minded, but at least it's better than those places that already know who they want but will still gladly charge dreamers to be rejected.
