Here's the rub though: administrators have a mandate to make sure a certain amount of students pass. Which is utterly ridiculous, in my opinion, but if a certain teacher fails too many students, then the
teacher will be interrogated. It's all backwards. It even continues at college level -- I was chatting with an English composition professor last week, and she hinted that she had to make sure a considerable ratio of students passed her course, since it's a prerequisite for many others. Because of this, she feels compelled to attribute a large chunk of the mark for any given paper to formatting. Is it in MLA format? Yes? There's 50% right there!
There's a really good documentary that came out a couple of years ago entitled
Waiting for Superman. It's depressing, but also very telling, and delves into all the problems of the U.S. education system. It's well worth watching.
