From the Daily Mail:

The magazine Closer published 13 grainy images of Kate's breasts and bottom last Thursday, branded 'grotesque and unjustifiable' by a Royal spokesman.

That seems a bit harsh on the poor girl ...

Considering the magnitude of the crime, the fine of A$15,000 seems quite lenient.
