Yes indeed it is sad news. It was like the go-to place for high-quality formal poetry. Having been published there was a high point for me. But I didn’t realize McHugh was doing it all alone at this point, which is really too much to ask of one person.

I'm sure that others would help to share the load, if asked. But sometimes organizing the sharing of the load can be exhausting, too.

That sounds like a really sad closure and a lot of work from a very committed editor.

Also, if they bought stock photos that would have been so expensive. Really hideously expensive.

I'm not sure that this will be useful, but just in case it's a useful signpost, sites like Unsplash can provide a useful middle ground, although it's really good form to link/attribute- and of course anything under a CC BY or CC SA licence.
