I'm glad you bumped this up, David. There has been a lot of traffic and it disappeared so fast that lots of people (me, anyway) didn't it catch it first time around.
It seems your reviewer isn't a big fan of formal poetry but she chose your book for review anyway and didn't pan it. I don't mean that rudely, I mean just that they often pan what they don't really understand.
I have heard of Pulsar and think I even subbed there once and got rejected. I hope you get some attention from some reviewers who like and understand formal poetry. Do you have a copy at the Poetry Library?
