I think this is one of the reasons so many are keen to break up the EU. If the individual states can be made to compete with each other than cooperate there isn't a chance in Hades that the one percent can be defeated. Unpaid taxes is the reason (OK one of the reasons) the world is falling apart. It is a tentacle of the same greedy octopus that killed the unions, destroyed the anti-trust power, wants to take over the brainwashing potential of educational facilities and media, and much more.
