I'd say my understanding of the difference is pretty much as Roger argues it. Meter is the foundation of rhythm, but rhythm is affected by other factors that either coincide with or resist the beat the meter establishes. Change the meter, and the rhythm changes. But it could also be said, change the context and the rhythm changes, or change how the speaker pronounces a word and the rhythm changes.

When I speak of meter, I'm refering to the type and number of feet. When I speak of rhythm, I'm referring to the effect of all factors.

The topic is something Curtis and I were trying to beat out recently, and I think some of the scansion techniques used by Kinzie and Attridge support the argument.
